[에이브럼스 주한미군 사령관 지명자, 남북군사합의 사실상 거부]

평양정상회담의 최대 성과물이라 할 수 있는 남북군사합의가 미국에 의해 사실상 급제동이 걸렸다.

로버트 에이브럼스 신임 주한미군사령관 지명자는 25일(현지 시각) 상원 군사위 인준청문회에서 남북이 평양 공동선언에서 합의한 비무장지대(DMZ) 내 감시초소(GP) 철수 및 판문점 공동경비구역(JSA) 비무장화 조치 등과 관련해 "DMZ 내 모든 활동은 유엔군 사령부 소관"이라고 말해 남북간 군사합의에 대해 사실상 반대 의사를 표명한 것이다.

에이브럼스 지명자는 이날 “DMZ 내 모든 활동은 유엔사 관할이기 때문에 남북이 대화를 계속하는 것은 관계없지만 관련 사항은 빈센트 브룩스 사령관이 이끄는 유엔사령부에 의해 중개(brokered), 심사(adjudicated), 사찰(observed), 이행(enforced)돼야 한다”고 말해 남북이 GP철수 등에 대해 합의를 한다 하더라도 이의 집행 여부는 오로지 유엔사에 달려있다는 점을 강조한 것이다.

평소 유엔군 사령관들은 외교적 갈등을 우려해 부정적 표현을 삼가 왔으나 이번처럼 유엔사 권한과 남북 합의에 대해 구체적으로 언급한 것은 그만큼 미국이 이번 남북군사합의에 대해 심각하게 보고 있다는 반증으로 보여진다.

주한미군사령관은 유엔사령관, 한미연합사령관을 겸하기 때문에 에이브럼스 지명자가 주한미군사령관으로 결정이 되면 GP철수 등의 남북군사합의 사항은 제동이 걸릴 것으로 예상된다.

에이브럼스 지명자가 부임하기 전이라도 에이브럼스 지명자의 발언은 사실상 미국 정부의 의견이라 봐도 과언이 아니기 때문에 빈센트 브룩스 현 주한미군사령관도 같은 의견을 공유했을 것으로 판단된다.

따라서 남북이 지난 19일 군사합의서에서 연말까지 비무장지대에서 11개씩의 GP를 철수하기로 한 결정은 집행이 어려울 것으로 보인다.

에이브럼스 지명자는 또 '북한의 비핵화 없이 현재의 정전협정이 대체될 수 있느냐'는 질문에 대해 "남북 간 평화협정은 두 나라 간의 직접적 합의"라면서도 "(남북평화협정이) 유엔 안보리 결의가 규정한 정전협정을 무효화하지 않는다"고 주장했다.

이는 정전협정의 당사자가 미국을 포함한 유엔사령부이기 때문에, 군사 분야에선 유엔과 합의가 없는 남북간의 합의는 의미가 없다는 점을 강조한 것으로 보인다.

우리 정부 당국은 그동안 GP철수 등의 남북군사합의에 대해 미군과 "3개 채널로 52차례에 걸쳐 유엔사 등 미측과 협의했다"고 말했으나 이 역시 협의만 했지 동의를 받지 못한 것으로 확인된 셈이다.

크리스토퍼 로건 미 국방부 대변인도 지난 19일 이례적으로 "합의서 내용은 동맹인 한국과 함께 철저하게 검토하고 논의할 것"이라고 밝혀 유엔사측이 문재인 정부의 협의 사항에 대해 동의를 해 주지 않았음을 내 비치기도 했다.

에이브럼스 지명자는 또 "내년 봄 한·미 군사훈련이 계획대로 진행되는 것으로 알고 있다"고 했다고도 했다. '훈련 중단으로 준비 태세가 약화됐느냐'는 질문에는 "분명히 그렇다. 준비 태세가 소폭 저하됐다"고 확인했다.

그는 북한 비핵화 조치에 대해서도 "완전하고 되돌릴 수 없는 비핵화를 향한 어떤 구체적인 조치를 알지 못한다"고도 했다.

그는 또 “김정은이 핵무기와 탄도미사일 제거 대가로 주한미군 철수를 요구할 경우 이를 현명한 결정이라고 생각하느냐”는 댄 설리번 공화당 상원의원의 질문에 대해 “전술적으로 그의 재래식 전력의 변화가 없이 철수한다면 중대한 위협이 있을 것이며, 전략적으로도 관련된 전력에 대한 충분한 논의가 있어야 한다”고 답했다.

이에 설리번 의원은 “불법 핵무기의 대가로 합법적이며 초당적으로 지지하는 군대를 내주는 건 전략적 참사”라며 “트럼프 행정부가 이를 검토하는 것 같아 매우 걱정스럽다”고 말하기도 했다.

한편, 이번 남북 군사합의 중 DMZ 내 GP(감시소초) 11곳 시범 철수, 판문점 공동경비구역(JSA) 비무장화, 한강 하구 공동 이용, DMZ 공동 유해 발굴 등 4개 사항이 유엔사의 동의가 필요한 것으로 보인다.

'DMZ 인근 20~40㎞ 비행금지구역 설정' 문제도 유엔군사령관이 아닌 주한미군사령관(한미연합사령관)과의 협의가 필요한 부분이다. 유엔군사령관은 원칙적으로 DMZ 내 사안만 관할하기 때문이다.

특히 유엔사는 충분한 협의도 없이 유엔사 관할 문제를 덜컥 발표해 버린 문재인 정부에 대해 상당한 불만을 표시한 것으로 알려졌다.

DMZ 관할권(Jurisdiction)이 침해되는 것에 매우 불편해 하고 있다는 것이다.

심지어 미군 당국자가 우리 정부 당국자에게 MDL 일대 상공에 비행금지구역과 관련하여 “그렇다면 판문점 바로 아래 위치한 군사기지인 ‘캠프 보니파스에 환자가 생겨 더스트오프(긴급의료후송 헬기)를 띄울 때마다 북한의 허락을 받아야 하는가?”라고 물을 정도로 불만이 많은 것으로 알려졌다.

군사분야 합의서에는 ‘회전익항공기(헬기)는 MDL부터 10㎞로 비행금지구역이 적용된다’고 명시했는데, 국방부는 미군기도 비행금지구역의 제한을 받는다고 밝힌 바 있다. 지금까지 캠프 보니파스와 같은 MDL 인접 지역으로의 비행 허가는 유엔군사령부가 관할해 왔는데 이를 유엔사 측과 합의도 없이 덜컥 결정해 버린 것이다.

[유엔사가 끝까지 제동걸 경우 한미동맹의 위기까지 올 수 있어]

문제는 지금부터이다.

군사분야 합의서에 의하면 남북은 10월 1일부터 비무장지대(DMZ)의 시범적 공동유해발굴지역인 강원도 철원 화살머리고지 일대의 지뢰와 폭발물 제거작업에 나서기로 했으며, 11월 1일부터는 MDL 일대에서 적대행위 중지와 해소를 위한 합의사항들을 이행할 예정이다. 또, MDL과 북방한계선(NLL) 일대에서의 포사격과 훈련이 중단되고, MDL 일대 상공에 비행금지구역이 마련되며 DMZ 내 경비초소(GP) 남북 각각 11곳의 시범적 철수는 12월 31일까지 끝내기로 했다.

이렇게 진행될 경우 유엔사령부와 정면 충돌이 불가피한 상황이다.

지난 달 8월, 경의선 남북 철도 시범 운행 북측 철도 점검을 위한 우리 정부 관계자의 방북이 불발된 적이 있는데, 이 역시 유엔사가 군사분계선(MDL) 통과를 불허하는 관할권을 행사했기 때문이다.

이때 종북좌파 세력들을 중심으로 ‘주한미군 철수’ 주장과 함께 심지어 여당내에서까지 유엔사의 이러한 행동이 ‘내정간섭’이라고 강력하게 반발한 적이 있었기 때문에 반미(反美) 운동도 격해질 것으로 예상된다.

더불어 한미동맹에도 위기가 올 수 있다는 예상도 할 수 있을 것이다.

이와 관련, 문재인 대통령은 미국 외교협회(CFR) 연설에서 "비핵화는 북·미 사이에 프로세스가 연계돼야 한다"면서 "재래식 무기로 인한 군사적 긴장 완화는 남북 간 해야 할 문제"라고 했다.

이는 남북 군사합의에 유엔사의 합의가 필요하다는 에이브럼스 지명자의 발언과 배치되는 것으로 문 대통령이 직접 나서서 유엔사의 행동에 대해 비판 등을 할 경우 파장은 아주 커질 것으로 보인다.

국가 안보라는 것이 말로만 지켜지는 것이 아닌데도 ‘끝없는 북한 신뢰’로 인한 남북군사합의 파동이 앞으로 어떻게 진전될지 귀추가 주목된다.

Nominee to Commander for US Forces Korea, Virtually Against South-North Military Agreement

The South-North Military Agreement, the most successful product of Pyong-yang summit talk, face a sudden block by the US.

When testifying during his nomination hearing to be Commander of US Forces Korea(USFK) at Senate Armed Forces Committee, General Robert Abrams said, with regards to the withdrawal of Guard Posts(GP) from DMZ and demilitarization of Joint Security Area(JSA) both of which were agreed in Pyong-yang inter-Korean Joint Declaration, that all activities with regards to the demilitarized zone are under the purview of UN Forces Command, which virtually showed he is against the inter-Korean Military Agreement.

Abrams, the nominee to commander for USFK, further added that, “So while the two Korea may continue dialogue, all of that will have to be brokered, adjudicated, observed and enforced by UNF Command led by General Brooks,” which was emphasizing that even if the South and the North come to an agreement to pull out GPs, etc., the enforcement of it is up to the UNF Command only.

The UNF Commanders were usually cautious about saying negation, but the fact that he mentioned specific function and authority of the UNF Command could be a counter-evidence, showing that the US is dealing with it as serious matter. As the USFK Commander hold the offices of UNF Commander and South Korea-US combined Forces Commander, once the nominee Abrams are designated for the Commander of USFK, the particulars in the agreement are supposed to face a series of blocks.

Even before he proceed to his new post, what the nominee Abrams said in the hearing can be considered just the same to the US government’s opinion, and Vincent Brooks the incumbent Commander of USFK are thought to have shared the same opinion. Therefore, the inter-Korean Agreement of 19th last month to pull out 11GPs each from DMZ by the end of this year seems difficult to be enforced.

When asked whether current Armistice Agreement could be replaced with other alternatives without denuclearization of the North Nuke, he said, “The inter-Korean Peace Agreement is for their direct agreement, and it does not nullify the Armistice Agreement ruled by resolution of UN Security Council." This is because the concerned party of the Agreement is UNF command including the US, so he seemed to stress that the inter-Korean Agreement in military sector have no effective meaning if no approval from the UNF Command.

Korean authorities said, “We have consulted with the UNF and the USFK 52 times by trilateral channel,” but this reveals that they kept on consulting only but couldn’t get any approval. US Defense spokesman Christopher Rogan said September 19 that ‘We will look into it and discuss it in full with our alliance South Korea”, revealing the UNF Command has not yet given any approval to Moon Jea-In regime’s requirements.

The nominee Abrams also said, “I am aware that the planning for military exercise scheduled for next spring were going on.” When asked ‘Was there any degradation to our readiness affected by suspension of the drill?’, he answered, “There was certainly degradation, a slight degradation.” About denuclearization of the North, he said, “I am not aware of any concrete procedure toward complete and irreversible denuclearization."

When the Republic Senator Dan Sullivan questioned him, “Would it be wise to remove the troops in the event Kin Jong-Un gives up his nuclear and ballistic missile programs and ask for it?”, he voiced his reservations, "Tactically, without any mention of any change in his conventional capability, I’d say that there would be a significant amount of risk tactically if we were to do that. There have to be sufficient discussions on our capability strategically concerned." For this, Sullivan said, “It is a strategic disaster to give up legal and bipartisanly supported troops in response to illegal nuclear weapon. I worry a lot as Trump administration seems to be looking into it.”

Meanwhile, among the particulars in the Military Agreement, four items of, pulling out 11GPs each from DMZ by way of trial , demilitarization of Panmoon-jom JSA, joint utilization of estuary of Han-River and joint exhumation of remains in DMZ, looks to need approval from UNF Command.

Setting up No-Fly Zone over DMZ in 20-40Km limit is also a matter that need consultation with the Commander of USFK because UNF Commander has official jurisdiction limited only to DMZ. Especially, the UNF Command is reported to have expressed complaints to Moon regime as it made an abrupt announcement without adequate consultation with them. This reflects the UNF Command’s unease about their DMZ jurisdiction being infringed.

What’s more, an officer in the USFC went far to question in full complaints to Korean officer about No-Fly Zone problem over DMZ area, “Do we have to get permission from the North everytime we fly Dustoff (emergency medical transport Helicopter) when we have patients in Camp Bonipas?.”

The Military Agreement stipulates that ‘Rotor-plane (Helicopter) shall be restricted to 10Km From DMZ, and Defense authority said earlier that the US planes shall be subject to the restriction of No-Fly Zone.

The flight permission to MDL(Military Demarcation Line) area like Camp Bonipas has been, so far, under the jurisdiction of UNF Command, but Moon’s regime has made an abrupt decision of their own without any consultation with the UNF Command.

Troubles Begin From Now

In accordance with the Military Agreement, from October 1st the South and the North are to start removing of landmines and other explosives in Arrowhead Height in Chol-won, which is set for joint remain exhumation area by way of trail. They are also going to implement particulars of the Agreement that aims to stop and get rid of any hostile activities around MDL from November 1st. Artillary firings and drills will also come to a stop around MDL and NLL, No-Fly Zone will be set up over MDL area , and model withdrawal of 11 GPs each from DMZ is to be completed by December31.

If things move on like this, it looks hard to evade a frontal clash.

Last August, our government officials attempted to visit the North to make an inspection of railroads there for preliminary operation of South thru North Kyung-Ee rail-line, but it was made impossible because the UNF Command exercised jurisdiction of disapproving the pass thru MDL.

Together with pro-North leftists group’s assertion about this requiring ‘withdrawal of US Forces’, and even the government party also showed strong reaction against such measure that the UNF Command have taken, anti-America movement is expected to get intenser.

Considering this, we can anticipate crisis of South Korea-US alliance could be happening.

Concerning this, President Moon said in his speech at CFR (Committee of Foreign Relations of the US), “Denuclearization need to be linked to the process between the North and the US, but easing military tensions caused by conventional arms is a matter that the South and the North should be dealing with.

This run counter to the nominee Abrams’ speaking that inter-Korean Military Agreement need approval from UNF Command. If President Moon himself denounce them open to the public, it will make a big wave around.

You can not keep national security with lips and words. What will be the future development of all this problems around the Agreement caused by endless trust in the North? We’ll have to keep watching what’s remained to be seen.
