5.18진상규명위에 지만원이 반드시 포함돼야 하는 이유
1. 여권 몫으로 상임위원에 추천된 안종철은 지만원의 주장을 조목조목 반박하는 책 “5.18때 북한군이 광주에 왔다고?” 라는 책을 출판했다. 그래서 지만원은 그의 카운터파트로 반드시 참여해야 한다.
2. 5.18진상조사위원은 5.18진상규명특별법 제3조6항에 들어 있는 “북한특수군개입여부‘에 대한 조사를 해야 한다. 그런데 대한민국에서 이를 조사할 수 있는 사람은 오로지 지만원 한 사람 뿐이다. 지만원이 빠지면 특별법도 사실상 무효화되고, 조사를 했다 해도 승복력을 상실한다. 이번 특별법 제정에서 가장 강조했던 것이 승복력이었다.
3. 이 특별법 제3조 6항은 “5ㆍ18민주화운동 당시 북한군 개입 여부 및 북한군 침투조작사건”으로 규정돼 있다. “5.18에 북한군이 왔다는 주장이 조작인지에 대한 여부”도 조사하게 돼 있다. 만일 북한군개입 주장이 조작이었다고 결정되면 내가 제물이 돼야 한다. 내 손발은 묶어두고 자기들끼리 조사해서 지만원을 희생시킨다면 이는 평등권의 위반임은 물론 범죄행위다.
4. 북한군 개입 여부를 조사하자는 것에는 5월 단체들이 ‘승복력 확보’를 위해 기꺼이 동의했고, 법안 발의자들이 다 동의했다. 여기에 지만원을 배척해야 한다는 단서가 없다. 만일 지만원을 배제시킨다면. 5.18특별법은 수정발의를 통해 제3조 6항을 삭제해야 한다.
5. 광주쪽 위원으로 추천된 모 상임위원은 5.18유공자로 이해당사자인 것으로 알려져 있다. 이는 위 특별법 제척사유에 해당한다.
6. 진상조사위원은 전체 9명이고, 이 중 한국당 지분은 오로지 3명뿐이다. 위원장도 광주 쪽이 맡는다. 수적으로나 지위 상으로 월등한 우세를 차지하고 있는 마당에 지만원 한 사람을 이길 수가 없다는 말인가? 승복력을 가지려면 지만원을 강제로라도 끌어다 위원에 포함시켜야 할 것이다. 이 이상한 열등의식은 이미 광주 쪽에 팩트가 없기 때문일 것이다. 적어도 안종철은 지만원을 이길 수 있지 아니한가? 정정당당하다면 안종철은 연구 차원에서 지만원과 겨루어야만 그의 저서가 권위를 부여받는 것이다. 이번 진상조사과정은 사실상 안종철과 지만원과의 대결장이라 해도 과언이 아니다. 안종철은 내 주장이 조작이라는 것을 증명해야 할 것이고, 나는 내 주장이 사실이라는 것을 주장해야 하는 것이다. 이것이 신사도인 것이다.
7. 전두환이 내란죄로 처벌받았다는 사실과 북한군이 광주에 왔다는 주제 사이에는 아무런 인과관계가 없다. 이제까지 지만원 말고는 그 누구도 광주에 북한군이 조직적으로 개입했을 것이라는 가정을 해 본 사람 없다. 팩트는 가정을 해야 비로소 발견될 수 있다.
The Reason Why Jee Man-Won Should Be Included in the May 18th Fact-Finding Committee
1. Ahn Jong-Chul, who was recommended as a standing member of the committee for the ruling party's share, issued a book 'Were Any North Korean Troops in Gwangju When the May 18th Occurred?' which refutes Jee Man-Won's assertion phrase by phrase. Therefore, it is a must that Jee Man-Won should take part in the committee as a counterpart to him.
2. The May 18th fact-finding committee are required to do the mission of thorough investigation on 'Whether North Korean troops intervened or not' which is provided in Act 3 Clause 6 of the 'May 18th Fact-Finding Special Law'. And then, the only one in the country who has the ability to do the investigation is Jee Man-Won. If Jee Man-Won is shut off, the special law will become futile in effect. Then even if the committee go through an investigation, general acceptability will get lost. What was most emphasized in the legislation of this special bill was the very general acceptability.
3. It is prescribed in the special law Act3 Clause 6 as "whether North Korean troops intervened or not when the May 18th pro-democracy movement occurred, and the fabrication incident of North Korean troops intervention'. The provision also requires investigation on "whether the assertion of North Korean troops' intervention in May 18th is a fabrication of not". If the assertion of North Korean troops' intervention is found out to be a fabrication, then myself shall be made to a sacrificial victim. If the committee is to do the investigation between themselves only binding me hand and foot to sacrifice me, it is serious violation of right of equality, and is even a crime.
4. As to the provision which requires investigation on 'whether North Korean troops intervened or not', the May 18th organization was willing to consent, and so did all the proposers of the bill. There was no provisory clause as to Jee Man-Won should be excluded. If they exclude Jee Man-Won, then an amendment should be made to the May 18th Special Law through revised proposal, and the Act 3 Clause 6 must be deleted.
5. A person, who was recommended as a member of the committee for Gwangju region share, is known to be a 'May 18th men of merit and honor' which means he is 'the person interested'. So this fits the condition of the reason for exclusion.
6. This fact-finding committee is composed of nine members in all, and the Liberal Korea Party has only three members for its share. The position of committee chairman will be given to Gwangju region member. Even when they are far superior in number and position to us, do they have no means to win a single person of Jee Man-Won? If they want to secure general acceptability, they might well have to draw Jee Man-Won into the committee by force to make him a member of it. This sense of inferiority so abnormal might have come from the fact that Gwangju side have few facts to present. However, can't Ahn Jong-Chul win Jee Man-Won at least anyway? If he is open and aboveboard, Ahn Jong-Chul and his book will be given an authority only when he completes competing with Jee Man-Won in the dimension of research. It is not too much to say that the course of fact-finding investigation this time will be a whole lot of showdown between Ahn Jong-Chul and Jee Man-Won. Ahn Jong-Chul will have to verify my assertion to be a fabrication, while I'll have to verity my assertion to be true. This is what a gentlemanship is all about.
7. There is no causal relationship between the fact that Jon Doo-Whan was punished for high treason and the subject of North Korean troops' intervention in Gwangju. So far there in no one except Jee Man-Won who has ever had the 'Assumption' that North Korean troops might have carried out methodical intervention in Gwangju. You can find out the fact only after you set up an assumption.
