A word of advice to the US on ROK/US Missile Guidelines

Exactly 33 years ago, in July, 1979, General John A. Wickham then the commander of USFK, sent a letter to the ROK defense Minister, Roh Jae-hyon, in which he insisted that the missile range and the warhead weight the ROK government was to develop should not exceed 180km and 500kg respectively.

I assume that this kind of limit must have been triggered by the US President Jimmy Carter’s unfriendly attitude towards ROK at that time.

When the ROK achieved a great success in our own missile test-launching, “Baekgom (white bear)” back in 1979, President Park Jung-hee, to whom the US President Jimmy Carter was turning a cold shoulder, was emotionally moved to tears. I remember that US President Carter who was then on bad terms with President Park Jung-hee, had felt somewhat displeased with the ROK’s successful achievement.

Not only had the United States provided the ROK with FMS (Foreign Military Sales) to purchase defense industry related materials, but also it granted various kinds of military assistance. Consequently, the ROK was unable to exercise its sovereign rights even in using the funds borrowed from your country, the United States.  We could not simply transfer the borrowed fund to Korea at that time. The United States had deposited the monies, on behalf of the ROK, with the FRB(Federal Reserve Bank) in Denver, Colorado.

When the weapons purchase transactions were closed, the sellers in the US were directly paid from the account kept at the FRB, Denver. There had been numerous errors in computation. In some items, it was found that surprisingly highballed amounts by factors of tens and even hundreds were paid.

Around that period of time, I was occupied with a deep study on FMS status after obtaining my master’s and doctorate degrees in business administration and applied mathematics at the US Naval Postgraduate School (NPS). More often than not, I was outraged whenever I found such discrepancies in the transactions.

At that time the US President, Jimmy Carter was openly ignoring the ROK’s President, Park Jung-hee, which led the US general officers to overtly snub the Korean general officers too. For that reason,the ROK government’s high ranking officials and dignitaries were forced to deal with their US partners even when such dealings were contrary to their own interests.

The US Secretary of State, Hillary Clinton has recently expressed her anger regarding the historical fact that Japanese Army had mobilized countless numbers of Korean girls as their sex-slaves in the past. In this regard, Korean citizens warmly welcome Secretary Clinton’s clear-cut remarks with the highest respect.

Needless to mention, the United States has been our strongest ally who deserves our endless thanks. This will be surely engraved upon our hearts forever.

However, to the contrary, there were many cases that happened in the not very distant past whereby the ROK’s ranking bureaucrats and technocrats were frequently disgraced by the US officials. An English word “slave” also means a situation that one is being completely influenced by something or person(s) so that one cannot make one’s own decision.

Accordingly, I can say that the ROK’s government officials were treated by the US officials like a slave in the past. The document that had forced Korean officials to be bound as slaves, is the very one called “ROK/US Missile Guidelines”.

Frankly speaking, I wish I could complain of this unfairness waving the ROK/US Missile Guidelines to those in the world by shouting “Here is a slave agreement made between the ROK and the United States”.

Particularly, in diplomatic and defense areas, the United States had publicly spoken in a tone of command and at the same time the US experts had also supervised and controlled the ROK’s arms development, putting their fingers in the pie while staying at the National Defense and Science Institute of Korea. It was indeed a disgraceful period for the Korean officials to bear.

This series of subordinate relationship had therefore enabled the USFK commander, General Wickham to fulfill his requirements.

The document called “ROK/US Missile Guidelines” had hurt the ROK people’s hearts by compromising our sovereignty down to the slave sovereignty.

Although the limited ballistic missile range of 180km was hopefully extended to 300km in 2001 after persistent efforts by the ROK, this does not change the obvious fact that the United States is limiting ROK’s sovereignty. The limitation on ballistic missile range and the warhead weight can’t be a matter of negotiation.  It is a barbarous act of the United States that tramples on sovereignty of a nation holding a prominent position.

What would you say if this kind of unfair fact were revealed to the world through international organizations as a controversial issue?

Most of the nations who have been unaware of the fact will make a sweeping criticism on both countries, the ROK and the United States. In this case, the relationship between the two allies as known to the world nations as amicable would nose dive dramatically.

Your country, the United States needs to seriously reflect on how, in the world, can a master-servant relationship be maintained by and between the two sovereign nations, pursuant to a slave document made 33 years ago.

On July 10, an unbelievable incident was occurred in front of the US 7^th Air Force base at PyongTaek city in Korea, when US MPs put handcuffs on several Korean civilians, for which the US 7^th Air force commander swiftly apologized. It was a vivid example that the US military police soldiers wielded their superior authority on Koreans. This also proves that the United States must have recklessly used their prominent position on the ROK.

In what kind of the world are we living? The ROK has been facing with the terrible communist regime of North Korea. The war parties are South Korea and North Korea. Under this situation, the United States has tolerated North Korea, the common enemy to both of us, to enjoy having unlimited freedom. North Korea has freely sent many spies into South Korea as they continue to develop nuclear weapons and rattle their sabers towards the US even with ICBMs.

At this important time and situation, why, in the world, is the United States binding the ROK’s hands and feet by restricting the missile range and warhead weight? Is this a legitimate act?

The era of the weak-to-the-wall imperialism is over. At this juncture, I would like to ask the United States for an explicit answer regarding the theory or basis for their continuing infringement on the sovereignty of its longtime ally the ROK, despite severe confrontation with the formidable common foe. The world’s countries will surely laugh at both of us.

Concurrently I would like to recommend that the ROK government resolutely and immediately tear apart the ill-prepared ROK/US Missile Guidelines, which is similar to the 1905 Protectorate Treaty between Korea and Japan, and squarely exercise our sovereign authority. Such relationship as we both countries have kept so far is something not to be proud of, but a disgrace that we shouldn’t show to the world.

The United States now stakes its national fame upon a cast by sticking to this shameless agreement. It is an idiotic behavior that stimulates anti-American sentiments among those who have been grateful to the United States for its enormous sacrifice borne during the Korean War.

The two allies are keenly demanded to rethink the unpleasant partnership from the zero base.

                   미사일지침에 대해 미국정부에 보내는 충고
 

지금으로부터 33년 전인 1979년 7월, 존 위컴 당시 주한미군사령관이 노재현 국방장관에게 "한국이 개발하는 미사일은 사거리 180㎞ 이내, 탄두 중량 500㎏ 이내로 제한해야 한다"는 요지의 편지를 보냈습니다. 이는 당시 한국에 비우호적이었던 지미 카터 귀국의 대통령의 지침에 따른 것으로 이해합니다.
 

1978년에 한국이 첫 국산 탄도미사일 '백곰' 의 시험발사에서 성공했고, 이에 카터 대통령이 가장 싫어한 박정희 대통령이 감격하여 눈물을 흘렸습니다. 박대통령과 앙숙이었던 카터 대통령은 이에 대해 매우 못 마땅해했던 것으로 기억합니다.
 

당시에는 미국정부가 한국에 많은 군사원조를 지원했고, 한국정부가 미국의 방위산업 물자를 사는 데에도 귀국으로부터 FMS차관을 얻어서 샀습니다. 한국정부는 귀국으로부터 빌린 돈마저 자유롭게 사용할 주권조차 없었습니다. 돈을 빌렸지만 그 빌린 돈은 한국으로 가져오지 못했습니다. 귀국이 한국의 손을 거치지 않고 직접 콜로라도 덴버의 연방은행(Federal Reserve Bank)에 예치해 놓았습니다.
 

한국이 미국의 무기를 구매하면 미국정부가 FRB에서 돈을 가져갔습니다. 많은 계산 착오가 있었습니다. 어떤 항목에 대해서는 수십-수백 배로 부풀려서 가져가기도 했습니다. 이 때 저는 미국의 해군대학원에서 경영학 및 응용수학으로 석사와 박사 학위를 취득한 후 FMS 현황에 대해 연구를 하고 있었으며 이런 사실을 발견하고는 귀국에 대해 분노하기도 했습니다.
 

당시는 미국대통령이 한국대통령을 드러내놓고 무시했으며, 미국장군들 역시 한국 장군들을 노골적으로 무시했습니다. 한국의 고관대작들은 자존심을 죽이고 귀국의 고관대작들을 대했습니다. 일본 사람들이 아주 오랜 과거에 한국여성들을 붙들어다가 성 노예로 삼은 사실에 대해 귀국의 국무장관 클린턴이 분노합니다. 그런 그를 대부분의 한국인들이 좋아합니다.
 

미국은 한국에 참으로 고마운 나라입니다. 이는 영원히 기억돼야 할 역사입니다. 하지만 그리 멀지 않은 과거에 미국관리들은 한국관리들에게 많은 치욕들을 안겨주었습니다, 성적인 노예만 노예가 아니지 않습니까? 한국관리는 미국관리의 노예였습니다. 그 노예문서가 바로 '한미미사일지침'인 것입니다. 저는 이 미사일지침을 세계에 흔들며 “여기 한국과 미국 사이에 체결된 노예문서가 있습니다” 하고 하소연하고 싶습니다.
 

특히 외교-국방분야에서, 미국은 노골적으로 명령조의 말을 했고, 미국의 전문가들은 아예 무기를 개발하는 국방과학연구소에 상주하면서 한국의 무기개발을 감시하면서 통제했습니다. 참으로 굴욕적인 계절이었습니다. 이런 세상이었기 때문에 위컴 대장의 요구사항은 곧바로 관철될 수 있었습니다.
 

이 서한은 이후 33년 동안 '한미미사일지침'이라는 이름으로 한국 국민들의 자존심에 상처를 주어왔고, 어엿한 한 국가의 주권을 ‘노예주권’으로 전락시켜 왔습니다. 이 180km의 사거리 제한은 끈질긴 노력 끝에 2001년 1차 개정되어 300㎞로 늘어나긴 했지만, 여전히 “미국이 한국의 주권을 제한하고 있다”는 엄연한 사실에는 아무런 변화가 없습니다. 사거리 및 중량에 대한 제한은 미국과 협상의 결과물이 아닙니다. 오직 미국이 우월했던 지위를 악용하여 한 국가의 주권을 짓밟은 매우 야만적인 행위에 불과한 것입니다.
 

이 사실이 국제기구 등을 통해 세계무대에 알려지거나 다툼의 이슈로 상정된다면 어떤 현상이 벌어지겠습니까? 이를 모르던 수많은 국가들이 미국과 한국을 싸잡아 비난할 것이며 한미관계는 자랑스런 관계가 아니라 세계인으로부터 조롱을 받는 부끄러운 관계로 부각될 것입니다. 지금의 세상에 어떻게 국가와 국가 간에 주종관계가 유지될 수 있는 것인지, 그리고 그 주종관계가 33년 전에 주고받은 노예문서에 의해 아직도 강요 받고 있을 수 있는 것인지 귀국 정부는 매우 심각하게 생각해야 할 것입니다.

지난 7월 10일, 한국의 평택 미 공군 기지에서 미국헌병이 한국 민간인 여러 명에게 수갑을 채워 끌고 다닌 사건이 있었고, 이에 대해 한미연합사령관이 공식 사과한 바 있습니다. 미군 헌병이 한국인에 대한 우월감을 가지고 한국 민간인들을 함부로 끌고 다닌 생생한 사례인 것입니다. 이 사례는 미국 정부가 현재까지 한국정부에 대한 우월감을 가지고 함부로 대한 사실과 일치합니다.
 

지금이 어느 시대입니까? 한국은 병영국가인 북한과 군사적으로 대치하고 있습니다. 전쟁의 두 당사자가 한국과 북한인 것입니다. 그런데 귀국은 한국의 적이자 미국의 적이기도 한 북한에게는 무한한 자유를 허용하고 있습니다. 남한에 간첩들도 대량으로 보내고, 핵무기도 개발하고, 미국을 위협하는 대륙간 장거리 미사일까지 개발하고 있는 것입니다. 이런 마당에 도대체 미국은 어째서 동맹국인 한국의 손발만 묶어놓고 있는 것입니까? 이것이 어째서 타당한 행동입니까?
 

지금은 약육강식의 제국주의 시대가 아닙니다. 도대체 한국과 미국이 공동의 적을 앞에 놓고, 연합전력을 형성하고 있는 마당에, 미국이 무슨 권리로 어엿한 한 국가의 주권, 동맹국의 주권을 유린할 수 있다는 것인지 그 논리와 정당성을 납득할 수 있게 설명해 주시기 바랍니다. 세계가 미국을 비웃고 한국을 비웃을 것입니다.
 

아울러 한국정부에 건의합니다. 지금 이 시각부터 을사늑약과도 같은 이 정신 나간 ‘미사일지침’을 과감하게 찢어버리고, 당당하게 주권을 행사하기 바랍니다. 이런 식의 한미관계는 자랑거리가 아니라 국제사회에 숨기고 싶은 치욕입니다. 미국은 지금 아주 사소한 것, 부끄러운 것에 국가의 명예를 걸고 있습니다. 바보입니다. 이러하기에 귀국이 한국을 6.25로부터 지켜준 데 대해 고마움을 간직하고 사는 대다수 국민들까지도 반미 감정을 갖게 되는 것입니다.

지금이 어느 시대인데 이런 굴욕적인 동반자 관계가 유지되고 있는지 양 개 국가는 제로베이스에서 심각하게 생각해야 할 것입니다.
