대한민국 제 16대 노무현 대통령 재임시절 노무현 대통령은 소위 동북아 균형자 역할 론을 내세우면서 한미 간에 지난 60년 간 굳건하게 지켜져 온 안보약속 즉 한반도의 전시 작전권의 이양을 미국에 끈질기게 요구하여 일차로 지난 2007년에 이양이 계획됐었으나 조정 되어 마침내 2012년 4월 17일부로 대한민국으로 넘어오게 되어 있었다. 그러나 전시작전권의 조기이양이 적절치 않다는 국내의 여론이 거세게 비등하면서 전시작전권 이양은 또다시 2015년 12월 1일까지 이양시점이 연기된 것이다.

그러나 북한은 설상가상으로 사실상 대륙간 탄도탄(ICBM) 실험으로 은하3호를 쏴 올리고 또 제3차 핵실험을 감행함으로서 한반도 비핵화약속을 헌신짝처럼 내던져버린 상황이 되었다.

북한의 3차 핵실험이 있자마자 국내에서 많은 사람들이 즉흥적으로 우리대한민국의 핵무장을 주장하고 나섰다. 그러한 반응은 충분히 이해는 되나 이는 우리의 전후좌우 입장을 살펴보지 않은 부적절한 단견이라 생각한다. 만약 그러한 상황이 전개된다면, 전 세계인들로 부터 엄청난 규탄의 목소리가 쏟아져 나올 것이다. 왜냐하면 만약 우리대한민국이 핵을 보유하려면 우선 NPT(Nonproliferation Treaty)협약으로부터 탈퇴해야 하기 때문이다. 그리고 우리의 60년 맹방인 미국의 반대와 문제제기가 대단할 것이 자명한 것이다. 따라서 부존자원이 전무하고 오직 수출에 의존하고 있는 우리에게는 NPT탈퇴란 애초부터 어불성설인 것이다.

그럼 우리의 대비책은 무엇인가 ?

주한미군이 보유했다 철수 시킨 전술핵을 재배치할 것을 미국 측에 요청 할 수 있을까? 그러나 이에 대한대답은 이미 나와 있다. 왜냐하면 미국은 이미 한반도의 전술핵 재배치는 하지 않겠다고 공식적으로 천명했기 때문입니다. 그렇다면 우리의 다음수순은 무엇이 될 수 있을까? 필연적으로 앞으로 2년 후 2015년 12월로 예정된 전시작전권이양을 다시 뒤 로 물리는 방법밖에 없는 것이다.

물론 국가 간의 약속이고 협약인데 수시로 수정을 요청함이 자존심상하고 여러모로 모양새가 좋지는 않다는 점은 우리도 잘 일고 있습니다. 진퇴양난의 처지인 것입니다. 북한은 요즘 전례 없이 1953년에 체결된 정전협정까지 일방적으로 무효화하겠다고 선언하고 게다가 서울과 워싱턴까지 핵미사일공격으로 불바다로 만들겠다고 갖은 가공할만한 위협을 가하고 있는 현실이다. 이러한 북의 위협이 계속되는 이 시점에서 우리대한민국으로서는 우리의 절실한 안보를 담보하기 위하여 60년 동맹국 미국으로 하여금 냉철한 상황판단과 이에 따르는 제반고려를 요청하지 않을 수 없는 것이다.

제반사항들을 고려해볼 때 한미 양국은 상호 충실한 믿음 하에서 이양시기를 구체적으로 명시하지 않고 전시작전권이양 을 잠정연기 하는데 동의해야 할 것이다.

우리 대한민국의 국방은 주권국가로서의 생존을 위한 절체절명의 과제인 것이다. 따라서 대한민국의 제18대 박근혜대통령님께선 한 미 간의 현안인 전시작전권 이전에 관한 문제를 여타의 사안들보다도 최 우선순위로 미국과 협의하여 확고하게 매듭지어야 할 것이다. 이문제에관한 대통령의 확실한 대못 질은 대한민국국민들에게 평화와 안정을 가져다 줄 것이며 편안한 잠을 청하게 할 것이다.

President Park's priority issue:

During his presidency, the 16th leader of the ROK, Noh Moo-hyun, constantly emphasized South Korea play a so-called "role of a balancer in the far east region." Based on this theory, he also began requesting the United States to transfer the 60-year-long Wartime Operational Control exclusively to the Republic of Korea. Therefore, the transition of the wartime operational control was initially supposed to happen in 2007, but pushed forward to April 17, 2012. After discussion, that move again has been delayed -- to December, 2015, in the wake of criticism of the ROK's response to North Korea's sinking of one of her naval ships.

What is worse North Korea completely dumped the formerly agreed denuclearization commitment on the Korean Peninsula by carrying out their 3rd nuclear test on February 12, 2013 following the launching of a de facto ICBM missile of Eunha #3 on December 12, 2012.

Immediately following North Korea's third nuclear test, many people in Korea insisted that we should arm ourselves with the same kinds of weapons to deter the enemy's escalating threats. Such a reaction is more than understandable but is viewed as inappropriate and reckless; to have nuclear armament, South Korea must first withdraw from the Nuclear Nonproliferation Treaty (NPT).

If this were to happen, such a response would undoubtedly draw world-wide condemnation. We will be forced to face stern opposition and argument from our strong blood alliance, the United States. Therefore, such a consideration is an illogical one -- especially since our trade greatly depend on other nations because of our lacking certain natural resources.

What would that leave us, what logical counter-measure? First, would we ask the United States to re-deploy the tactical nuclear weapons they withdrew from the Korean Peninsula? The answer might lie in that the U.S. has already said, publicly, they would not activate such a re-deployment.

What then? Inevitably, we will be forced to seriously ask our blood alliance to postpone the scheduled transition of the wartime operational control planned for December 2015. Of course, we realize that frequent revision of that pact and treaty crafted by sovereign nations is undesirable. But then, does that put us between the proverbial rock and a hard place? Unprecedentedly North Korea has recently declared to unilaterally breach the Armistice Agreement signed in 1953 while formidably threatening that they are completely ready to make Seoul and Washington be engulfed by a deluge fire with missile warhead attack.

Under the such continuing threats from North Korea, we cannot but ask for a cool headed assessment of the situation the six decade long alliance encounters and due consideration from the United States with our very security on the line.

With all considered, the two alliances of the ROK and United States should agree with faithful consent to postpone -- without a specific date -- the transition of OPCON -- the security of the Korean Peninsula is depending on such a decision.

ROK's self defense is paramount to our very survival as a nation. Thus, Her Excellency Park Geun-hye, the 18th president of the Republic of Korea, is strongly requested to firmly fix -- as the highest priority -- the postponement of the wartime operational control with our six decades of alliance with the United States. To nail down this sensitive issue, President Park will assure ROK citizens a most peaceful state of mind, a sleep unencumbered about worries from the north.
