                          사드 배치, 중국 눈치 보지 말고 단호해야

미국은 한국에 중고도 미사일은 패트리어트를 배치하고 있다. 하지만 최근 부쩍 북한이 미국을 위협하는 대륙간 탄도미사일을 공격적으로 발전시키고 그것이 실질적인 위협이 됨에 따라 한미일은 북한의 공격 미사일을 발사 초기에 격추시킬 수 있는 고고도 미사일의 배치를 필요로 하고 있다. 이른바 사드(THAAD) 미사일이다. 

미국이 한국에 배치하기를 원하는 사드는 1개 포대, 사드 1개 포대는 최대 72발의 요격미사일을 장착하고 있어, 한번에 72개의 타깃을 요격할 수 있다. 세계에서 유일하게 대기권 내외를 모두 커버하는 미사일 방어체계다. 하지만 이는 어디까지나 공격무기가 아니라 북한이 한-미-일을 공격하는 미사일을 발사했을 때 그 마사일을 초기단계에서 요격하기 위한 방어용 무기다. 북한의 공격 미사일이 가속도가 많이 붙기 전인 발사 직후에 공중에서 타격하여 격추시키기 위해 한국 배치를 원하는 것이다. 공격 미사일의속도가 낮은 발사 초기가 명중률이 가장 좋은 시점이기 때문이다. 이는 한국을 위해서도 절대적으로 필요한 무기다. 

그런데 중국이 끼어들어 이 대북한 방어무기인 사드의 한국배치를 방해하고 있다. 중국의 공격용 미사일을 겨냥한 것일 수 있다는 이유에서다. 이런 이유를 들어 시진핑이 대통령에게 강력히 반대해달라고 요청하고 있다. 하지만 이는 한국과 미국 사이를 이간질 하려는 시진핑의 장난질에 불과하다. 사드를 이간질의 구실 또는 도구로 악용하는 것이다. 중국이 한-미-일을 미사일로 공격하지 않는 한, 사드는 중국에 아무런 해가 되지 않는다. 중국이 사드의 한국 배치를 방해한다는 것은 중국이 한-미-일을 향해 공격용 미사일을 발사할 수 있다는 이야기가 된다. 이는 또한 중국이 이제까지 그러했던 것처럼 북한을 옹호하고 북한의 야욕을 커버해주려는 의도인 것으로 밖에 해석되지 않는다. 

우리는 이러한 개념을 중국에 명확하게 전달하고, 사드는 오직 점증하는 북한의 공격용 미사일을 방어하기 위한 최소한의 조치라는 점을 명확히 해야 할 것이다. 이러한 외교적 방어 개념을 중국에 거침없이 설명하고 미국과의 연합전을 수행하는 일에 적극적이고 당당한 자세로 협력해야 할 것이다. 인간관계나 국가관계나 선이 굵고 확실해야 한다. 그게 국제적 신분(아이덴티리)인 것이다. 이 눈치 저 눈치 보는 정부의 자세, 참으로 못 마땅하다. 이왕 추진해야 할 일이라면 모양 좋게 하는 것이 국위를 높이는 길이다.

Resolute THAAD Deployment Needed Regardless of Chinese Concern

The United States operates on a medium altitude missile defense system of PATRIOT in South Korea. However, due to North Korea's escalating threat with their newly developed ballistic missile system against the Asia -Pacific region, the United States has been seriously considering deployment of a Terminal High Altitude Area Defense system to South Korea called 'THAAD' in an effort to intercept North Korean missile and nuclear weapons at the initial phase of launch.

The THAAD system that the United States has weighed to deploy to Korea will be a battery size unit with a loading capacity of 72 rounds. This means the system will intercept 72 incoming targets at a time. The THAAD system is known to be the total defense system that can uniquely cover the atmosphere, both inside and outside. The THAAD is not an offensive weapon but a defensive system solely designed to deter North Korean nuclear and missile attacks against South Korea, the United States and Japan.

The United States thus intends to deploy the THAAD system to Korea to intercept incoming North Korean missiles just before the NK's missiles accelerate in the beginning of its launching stage. The lower the missile speed of the offensive missiles, the higher the hitting probability. For this reason, the THAAD defense system is imperative for the Republic of Korea.

Nonetheless, China interrupts and hinders the deployment of the anti-North Korean offensive weapons system, THAAD expressing concerns that it will be the strategic anti-ballistic missiles against themselves. Hence Chinese President Xi Jinping has strongly requested Korean President Park, Geun-hye to reject the deployment.

President Xi Jinping's attempt is just a play with fire trying to drive a wedge between the traditional allies, South Korea and the United States. The Chinese President schemes to make bad use of the THAAD deployment to simply alienate the two allies. As long as China won't attack with offensive missiles against South Korea, the United States and Japan, the THAAD will, in no way, hurt China. Therefore, if China continues to hinder the THAAD deployment to Korea, it would be interpreted that China has a firm intent to launch offensive missiles towards the three allies, South Korea, United States and Japan in the future. Chinese interruption can be also understood that as did in the past, China will consistently stick up with North Korea and its plots.

Consequently, we, the Republic of Korea need to clearly convey such a defense concept to China expressing that the THAAD will be our minimum defense measure to prevent NK's missile attacks to our sovereign territory.

Making no bones about conveying our firm diplomatic concept to China, we have to bring our best efforts to bolster our resolute readiness in carrying out coalition operations with the United States. Boldness and certainty are always required not only in human relationships but also between countries.

Our government's present zigzag attitude towards THAAD deployment seems to be disapproving. Having once decided to stand firm our defense measure, pushing forward in a rational way will be the best to boost our national identity.
