우리 대한민국이 또다시 악몽 같은 암운에 휩싸이게 됐단 말인가?

이 질문에 많은 국민들은 그렇다고 강하게 말하고 있는 것이다. 정부관리 들 발표에 의하면 한미연합사는 계획대로 2012년 4월 17일을 기해서 해체 될 것이라 말하고 있다. 이러한 결정은 한 미 간에 오래 동안 협력해온 인계철선이 끊어진다는 명백한 신호로서 북한 공산집단으로 하여금 그들이1950년 기습남침을 감행한 이래  60여 년이 지난 시점에서 대한민국이 그 당시보다 더 취약해졌음을 눈치 채게 하는 분명한 시그널인 것이다.

이것은 과장된 얘기가 아니다. 즉, 한반도 안보 전문가인 미 해병 참모대학의 부르스 백톨 교수는 미국으로부터 한국의 전시 작전권이 이양 되는 것은 우리 대한민국이 한반도내에서 적의 또 다른 공격이나 전쟁을 막을 능력을 약화시키는 것이라고 경고하였다.

백톨 교수는 북한은 현재 한반도 비무장지대에 600기가 넘는 단거리탄도미사일, 어마어마한 장사정포 그리고 언제라도 남한 국민을 덮칠 수 있는 고도로 훈련된 특수부대를 대규모로 전진 배치해 놓고 있다고 덧붙였다.

이러한 한미연합사해체에 관련한 심각한 우려 때문에 재향군인회, 성우 회 또 200여 민간단체들이 나서서 한미연합사 해체를 강력하게 반대하는 국민들로부터 천만 명 서명운동을 벌인 것이다.

이런 와중에 이 한미연합사 해체문제가 변경될 수 있는 기미가 보이는 희망적인 싸인이 나왔다. 지난달에 미국무부 동아 태 담당 커트 켐벨 차관보가 이 문제는 양국 정상 간의 대화로 조정될 수 있다고 희망적인 말을 남겼기 때문이다.

그러나 뉴스매체에서 흘러나오는 얘기는 좀 다르다.  많은 국민들을 실망 시키는 얘기인 것이다. 즉, 이명박 대통령이 한미연합사 해체문제를 재협상하려고 했을 때 미국이 우리에게 요청할 미확정적인 재정적 부담 때문에 재협상에 대해서 부정적인 입장을 취하고 있는 것으로 보도 됐기 때문이다. 국가 안보에 관한 문제는 두말할 필요 없이 언제나 금전적인 문제를 초월해야함에도 불구하고 말이다.

만약에 한반도에서 또 다른 전쟁이 발발한다면 수십만의 미국 군인들이 또다시 목숨을 건 위험에 직면하게 될 수 있는 것이다. 그렇기 때문에 우리 모두는 우리국가안보문제는 누워서 떡먹기 식으로 처리될 일이 아님을 분명히 깨달아야한다.

아무리 생각해도 우리는 지금 대단히 위험하고 예민한 상황에 처해있다고 생각된다. 어떠한 경우라도 우리는 우리의 안보문제를 우리자신이 아닌 타의 책임이라고 믿고 방관해서는 절대로 안 되는 것이다. 이런 맥락에서 볼 때 우리는 우리의 오랜 동맹국인 미국의 도움에 항상 고마운 마음을 가져야한다. 우리의 강한 국가적 자존심 때문에라도 우리는 언제나 공짜안보를 염두에 둬서는 안 될 일이다.

미 국방장관 로버트 게이츠씨는 지난 2월 미 하원 군사청문회에서 증언하면서 현재 미군병력이 이락과 아프카니스탄 전쟁에 너무 많이 개입돼 있기 때문에 한국에 주둔해있는 병력도 세계의 또 다른 분쟁지역으로 이동 배치될 수 있다는 개연성을 시 사 한 바 있다.

지금 해체 위기를 맞고 있는 한미연합사를 되살리는 문제는 전적으로 미 의회의 손에 달려있는 것이다. 그럼에도 불구하고 하나의 주권국가인 우리대한민국이 겨우 200명의 군인만을 아프카니스탄에 파견하겠다고 우리의 국회가 결정해놓고 있는 현 상황에서 어떻게 미국에 그와 같은 협조를 요청할 수 있단 말인가?

대통령님, 지금 국민의 생존과 자존심을 위해서 한미연합사 해체문제보다 더 중요한 국가적 사인이 있습니까? 이에 대한 우리 대다수 국민들의 한결같은 대답은 절대로 "없다" 일 것입니다. 자존심과 용기에 넘쳐나는 우리국민들이  어렵사리 이뤄 논 이 찬란한 성장을, 또 국가의 기틀을 어찌하여 한갓 녹 쓴 찝 차 와 고물비행기 폐기처분하듯 경시하며 방기 할 수 있단 말입니까?

그러한 엄청난 일을 수수방관하고 방기하게 된다면 우리의 선열들의 영혼이 어느 날 온 국토를 헤매면서  좀 더 신중하고 사려 깊었어야했을 대한민국을 애통하게 원망하는 결과를 초래 할 것입니다. 우리는 어떤 일 이 있더라도 그런 원치 않는 대란이 발생되지 않도록 사전에 막아야 할 것입니다.

Is our country, the Republic of Korea  on the verge of a new dawn of darkness, a national nightmare?

To this question many of our countrymen and women feel strongly that it is. Officials have announced that the ROK-US Combined Forces Command will be  disbanded on April 17, 2012. This action will certainly send a clear message to North Korea -- that the long-standing trip wire that this cooperative effort provided will be gone, that the Communist regime will realize one truth: the Republic of Korea will be more vulnerable than since North Korea carried out surprise attack our nation sixty years ago, at dawn, June 25, 1950.

This is no exaggeration. An expert on Korean security, Dr. Bruce E. Bechtole Jr., a professor of International Relations at Command and Staff College, U. S. Marine Corps, has warned that the transfer of the Wartime Operation Control to the ROK will certainly undermine our ability to defend against another attack, another war on Korean peninsular.

Dr. Bechtole further cites these disturbing figures: North Korea has advanced deployment of heavy armament and troops at or near the Demilitarized Zone. There are 600 short range ballistic missiles, multiple launch rocket systems and highly-trained special operations forces ready to pounce on our nation's people.

This concern is shared by the Korea Veterans Association, Korea Retired Generals and Admirals Association and more than 200 civic groups. Those groups have collected more than 10 million signatures of citizens who strongly oppose the abolition of the ROK-U.S Combined forces Command.

There have occasionally been encouraging signs that this decision could be reversed. Last month, Mr. Kurt M. Campbell, the undersecretary of state for Asia and the Pacific, offered a glimmer of hope that the issue could be settled through serious dialogue between the two countries.

But recent news accounts tell a different story that has made a lot of people disappointed. The President Lee, Myung-bak is known to be showing a negative attitude toward re-negotiating the deactivation of the command due to an unconfirmed counter condition such as a financial share the US government may ask for when the dialogue is initiated.

Not to mention, matters of national security always transcends financial concerns nonetheless.

If the second Korean War erupted, hundreds of thousands of U.S. military personnel could be again placed in harm's way. Therefore, we should not shamefully think that our national defense is like a bar tab, picked up casually. Much, too much, is at stake here. We in no way should believe that our national defense is someone else's responsibility; we always are deeply appreciative of assistance, especially from our long-time ally, the United States. Our national pride should remain strong, in no way should we expect to have our country defended for free.

U.S. Secretary of Defense Robert Gates indicated in February before the House Armed Services Committee that the United States  troops are heavily engaged in Iraq and Afghanistan and U.S. troops currently stationed in Korea could be moved to other flash points in the world.

Re-activation of the command now in danger of being abolished can only be re-activated by the U.S. Congress. So how can we, as a united country, stand by while our national assembly approves only 200 soldiers for Afghanistan.

Mr. President, is there anything more crucial to our survival, our self-determination, than the potential abolishment of the ROK-US Combined Forces Command? The answer, as millions have said, a resounding "no."

How can we -- a proud and courageous people -- allow our hard-earned development, our growth, our very existence, to be a disposable item, like a rusted army jeep or airplane ready for the graveyard.

To allow such a horror, to allow this action, means that souls of our fallen heroes will one day move about our land, lamenting that the Republic of Korea could have, should have, been more deliberate in her future. By all means we must prevent our land from experiencing any unwanted catastrophe in the future
