국가불행 퇴치를 위해 공론화가 필요한 역사적 사실 (한, 영문)

     Historical facts that must be made public to eradicate the National Misfortune

  우리 국민들 중에, 특히 사회적으로 성공한 인물들이 대한민국 건국 후의 놀라운 발전에 대해 감사와 축하는 논하지 않고 오히려 처음부터 태어나지 말았어야 할 나라로 폄훼를 했고 오늘까지도 이어지는데 이런 현상이 왜 발생했을까요? 국방부 위촉의 최초 4.3중앙위원으로 활동을 했던 저는 이 현상을 대한민국 국가불행이라고 여겨 왔습니다.

Some people of the Republic of Korea who made great achievements have not expressed gratitude and respect for the remarkable developments since the founding of the country but have instead denigrated the ROK as a country that should never have been born, and this phenomenon continues even to this day. Why do you think this phenomenon has occurred? As the first member of the 4.3 Central Committee appointed by the Ministry of National Defense, I have considered this phenomenon as a national misfortune for the ROK.

출산율이 세계 최저로 떨어지고, 대통령을 뽑자마자 탄핵부터 거론하고, 정치인들이 패싸움에 휘말리며, 여론의 전당인 국회가 난장판이 되어 고요한 아침의 나라라는 자랑스러운 별칭이 멀어진 것 등도 국가 불행의 사례라 말할 수 있을 것입니다.

The birth rate has fallen to the lowest in the world, president’s impeachment is discussed as soon as he is elected, politicians are caught up in a fight, and the National Assembly, the temple of public opinion, has become a mess, and the proud nickname of ‘Land of the Morning Calm’ has become distant. These can be called the cases of the national misfortunes.

우리 몸 안의 숨겨진 병은 진단이 정확해야만 치료도 가능하듯 대한민국 국가불행도 그 근본원인에 온 국민이 큰 눈을 뜰 때에 퇴치될 수 있다고 믿는 저는 그간 제 나름의 주장을 해 왔으나 공감을 얻지 못해 고뇌가 컸었습니다. 그 선상에서 작금의 험난한 시국을 직면하며 이제라도 몇 가지 역사적 사실만은 빨리 공론화가 되어야 나라를 구할 수 있다는 믿음으로 이 글을 네 차례 보완을 해 왔으며 이번엔 젊은이들의 관심을 끌고자 영문번역도 추가를 했습니다.

Just as the hidden diseases in our bodies can only be treated if diagnosed accurately, I believe that the national misfortunes of the ROK can be eradicated when all citizens open their eyes to the root cause. I have been making my own arguments, but suffered greatly because I could not gain sympathy.

Along the way, facing the difficult times of today, I strongly emphasize again that at least a few historical facts must be made public as soon as possible to save the country, and am revising this article for the fourth time adding an English translation to attract the young people’s attention this time.

1. 일본군의 항복접수를 위해 38선 이북을 점령했던 (구)소련군은 소련군 대위 김일성을 위원장으로 하는 인민위원회의를 구성(46. 2. 8)하고 ‘무상몰수 무상분배’의 토지개혁(46. 3. 6)과 조선은행권의 비밀화폐개혁(47.12.1)을 단행했었는데 토지개혁 사실은 즉각 널리 전파되어 당시 제주 4·3폭동 발생의 기폭제가 되었었는데 5·10선거 이틀 전의 제주 발 동아일보 기사가 이를 알려 줍니다: “김일성 군대가 목포까지 도래했다. 곧 토지의 무상몰수 무상분배가 있으니 친일경찰과 지주들을 사살하라” 또 다른 신문에선 경찰관 살해 현상금으로 순경 1만원, 형사 3만원, 총경 100만원이 걸렸던 것을 보도하고 있습니다. 당시 쌀 한가마니 가격은 300원

The Soviet Army at the end of World War II, occupied the area north of the 38th parallel to accept the surrender of the Japanese Army, formed the People’s Committee with Soviet Army Captain Kim Il-sung as its chairman (February 8, 1946) and implemented land reform of ‘free confiscation and free distribution’ (March 6, 1946) and the secret currency reform of the Bank of Chosun(Dec 1,1947). The news of the land reform was immediately and widely spread and became the trigger for the Jeju April 3 Riot. The Dong-A Ilbo article from Jeju two days before the May 10 election reported : “Kim Il-sung’s army arrived in Mokpo. Soon there will be a free confiscation and free distribution of land, so kill the pro-Japanese police officers and landowners.” Another newspaper confirmed that a bounty of 10,000 won was offered for killing of a police officer, 30,000 won for a detective, and 1 million won for a superintendent. At that time the price of a sack of rice was 300 won.

2. 그러나 (구)소련군정의 조선은행권(당시 남북공용) 화폐개혁(47.12.1) 사실은 전혀 알려지지 않은 채 화폐개혁으로 회수된 화폐가 남쪽으로 운반됨으로서 이를 무상분배 받는 ‘북 화폐개혁의 행운아(?!)’들이 생겨나 대한민국 국가불행 발생의 원인이 되었다는 가능성을 주장하거나 연구한 학자를 저는 아직 찾지를 못했습니다.!!

However, the fact that the currency reform (12/1/47) of the Bank of Chosun notes (jointly used by the South and the North at that time) was not made known to the South and all the money recovered from the currency reform was transported to the South and the birth of ‘lucky(?!) guys in the South who received this money for free became the cause of the national misfortune of the ROK. No scholar has ever researched and claimed the fact yet!!

가. 회수된 불용화폐를 남쪽으로 운송했던 무역상이 존재했으니 그의 이름은 “성시백”! 그는 6·25 발발 이틀 후 간첩죄로 처형(50. 6. 27.)되었고 사후에 “북의 영웅 1호"가 된 그의 대남공작 특집보도(“민족의 령수를 받들어 용감하게 싸운 통일혁명 렬사”)가 노동신문에 특집으로 보도된 날이 1997년 5월 26일! 제주 4.3중앙위원 사퇴 4년 후인 2007년에 이미 10년이 지난 시점에서 이 특집보도의 존재를 확인했던 저는 이 사실은 온 나라에 알리고자 “대한민국의 위기시작은 1997년 5월 26일”이란 제목의 글을 써 널리 알렸으나 우리 언론과 방송은 지금까지도 침묵하고 있습니다.

There was a merchant who transported this unusable money in the North to the South, and his name was “Seong Si-baek”! He was executed on charges of espionage two days after the outbreak of the Korean War (Jun 27, 1950). After his death, he became NK’s hero number one. The special report on his anti-South Korean operations (“A revolutionary martyr who fought bravely in support of the leader of the Republic”)was published in the Nodong Sinmun on May 26, 1997!

In 2007, four years after my resignation from the Jeju 4.3 Central Committee, I confirmed the existence of this report, which has already been 10 years late, and made it known to the public with my article titled “The crisis in the ROK began on May 26, 1997,” but any public debate on this has not taken place yet.

나. 성시백으로부터 화폐를 무상 제공받는 장면은 사진 촬영되어 수령자의 이름, 주소, 금액에 대한 서명 등과 함께 북한의 모처(?)에 보관되었다고 득문한바 있는데 그 장소는 기억력 부족으로 밝히지 못합니다만 저에게 정보를 제공한 분은 “김용규” 선생이었는데 제가 졸업한 중학교의 선배였는데 이미 작고를 하셨습니다.

I was informed that the scene of receiving money from Seong Si-baek was photographed and stored in a certain(?) building in North Korea along with the recipient’s name, address, and signature regarding the amount. I cannot name the building due to my lack of memory, but the name of the person who informed me was Mr. “Kim Yong-gyu” He was a senior at the middle school I graduated from but he has already passed away.

다. 금강산 관광 등으로 북한 초청을 받는 ‘북 화폐개혁의 행운아(?!)들’과 그 후손들은 은밀하게 그 비밀 빌딩으로 안내되고 화폐수령 사진들을 목격케 하여 북한정권 붕괴 시에는 그들의 신상비밀도 노출된다는 암시를 받게 되면서 그들 자신들만의 생존을 위해 북의 독재 권력에 적극 굴종하는 주사파 원조가 될 수밖에 없었음! 이들이 대한민국의 각종 불행 사건을 일으키며 저들의 개인행운(?!)을 대한민국의 국가불행으로 탈바꿈을 하고 있었으니! 오호 통재라!!

These lucky(?!)guys and their descendants, who were invited by NK for visiting the Mount Kumgang were secretly guided to that building, where they witnessed the money-receiving photos. They were implicitly warned that if the North Korean regime were to collapse, their personal secrets could be exposed. As a result, they had no choice but to actively submit to NK's dictatorial power for their own survival, becoming the original Juche followers. These individuals have caused various unfortunate incidents in South Korea, turning their so-called 'personal fortune (?!)' into national misfortune for the ROK. Alas! what a tragedy!!“

이들 ‘화폐개혁의 행운아(?!)’들과 그의 후손들은 건국대통령 이승만 박사와 호국 구국 대통령 박정희장군과 전두환장군, 그리고 낙동강 방어선을 사수했던 백선엽 장군 등을 친일파, 독재자, 혹은 매국노 등으로 몰아야 했으며 국가보안법의 철폐와 한미 동맹파기, 작전통제권 환수, 그리고 주한미군 철수등을 교묘히 주장하고 전 세계인들의 눈앞에서 UN의 북한인권 결의안에도 불참을 강요하며 좌파 집권연장을 위한 불법 선거까지도 시도했던 것임!!

These ‘lucky ones (?!) of currency reform’ and their descendants had to drive out the founding president, Dr. Syngman Rhee, the patriotic/saving presidents, General Park Chung-hee and General Chun Doo-hwan, and General Baek Sun-yup who defended the Nakdong River defense line as pro-Japanese, dictators, or traitors, and they cleverly advocated for the abolition of the National Security Act, the breakdown of the ROK-US alliance, the return of operational control, and the withdrawal of US troops from Korea, and they even forced boycott of the UN’s North Korean human rights resolution in front of the entire world and attempted illegal elections to extend the leftist regime!!

현재, 제주4·3사건 재정립시민연대의 고문을 맡고 있는 저는 일본군 항복접수를 위해 38선 이남에 주둔했던 당시의 미군정이 소련군정의 토지개혁과 화폐개혁에 대한 즉각 대응만 했더라면 ‘북쪽의 영웅 1호’ 등장은 처음부터 없었고 ‘영웅 1호’가 없었으면 ‘4·3’은 물론 그 후의 ‘6·25’와 ‘5·18’도 없었다는 생각을 강하게 갖게 되었습니다. 그러나 당시의 소련은 일본과 독일군을 상대로 싸웠던 미국의 연합국이었음으로 우리는 당시의 미군정을 원망할 수는 결코 없습니다. 미국이야말로 대한민국을 탄생시켰고 지켜 온 가장 고마운 나라 아니었습니까?

Currently, serving as an advisor to the Jeju 4.3 Incident Redefining Movement I come to strongly believe that if the US military government stationed south of the 38th parallel at the time to accept the surrender of the Japanese military had only responded immediately to the Soviet military government’s land reform and currency reform, the “Northern Hero No. 1” would not have emerged from the beginning, and if there had been no “Hero No. 1,” there would not have been “April 3,” “June 25,” or “May 18.”

However, since the Soviet Union at the time was an ally of the United States that fought against Japan and Germany, we can never blame the US military government at the time. Wasn’t the United States the most grateful country that gave birth to and protected today’s Republic of Korea?

화폐개혁의 행운아(?!)들과 그 후손들은 김일성의 비밀 지령에 따라 학생들을 선발, 장학금을 지급함으로서 친북 성향이 조성됐고 이런 성향의 검사, 판사, 변호사 그리고 일부의 공무원들이 양성되어 오늘 날 그들의 활동이 국민들의 눈앞에 많이 보이고 있는 것 아닙니까?

The lucky ones (?!) of the currency reform and their descendants received secret orders from Kim Il-sung and gave scholarships to smart students, thereby creating a pro-North Korean tendency, and aren't these prosecutors, judges, and lawyers being trained and their activities being widely seen by the public today?

오늘 대한민국 국민들이 상기해야 할 중차대한 역사적 사실은 토지를 무상분배 받았던 북한 땅 농민들은 당시의 기쁨으로 ‘스탈린 만세! 김일성 만세!’의 함성을 질렀지만 6·25 휴전 후 토지경작권이 집단농장소유(국가)로 전환되면서 이제는 충성박수를 쳐야만 배급을 받아 연명이 가능함으로 새빨간 거짓말에 완전히 속은 것을 알면서도 거리의 데모 한번 못하는 자유부재의 노예가 되고 말았다는 사실입니다. 이것이 그들이 직면한 가혹한 현실입니다.

The most important historical fact that we Koreans must remember today is that the North Korean farmers who received land for free shouted ‘Long live Stalin! and Long live Kim Il-sung!’ in joy at the time, but after the Korean War ceasefire, the land cultivation rights were transferred to collective farm ownership (state ownership) they now have to clap their hands in loyalty to receive rations and survive. They became slaves who could not protest on the streets even though they knew they had been completely deceived by a blatant lie. This is the harsh reality they face.

지금까지의 제 글을 읽으신 국민들께서는 자유를 누리며 살고 있는 우리들이 앞에서 열거된 역사적 사실과 가능성에 경계의 큰 눈을 뜨고 공론화에 나서기만 하면 대한민국국가불행은 속히 극복되고 퇴치될 것으로 확신하게 되셨으리라 믿습니다.

I believe that the citizens who have read my writings so far have become convinced that if we, who live in freedom, open our eyes to the historical facts and possibilities listed above and come forward to make them public, the misfortunes of the Republic of Korea will be quickly overcome and eradicated.
