서울시가 그렇고 서울 시민이 그렇고 서울시의 지자체 최고 책임자가 그렇습니다.
이하는 일본의 경제매거진 다이아몬誌와 갖은 이시하라 도쿄도지사의 인터뷰의 일부입니다. 우리는 이시하라라는 인물에 대해 단순한 극우정치인 극우 도지사라는 것 밖에 모릅니다만 일본의 수도 도쿄 도지사의 자신의 사회에 대한 충성심이나 행정력에 대해서는 대부분 알지 못합니다.
개인적인 시각에서도 극우에 가까운 인물이라 생각하지만 그 이전에 한 사람의 일본 국민으로서 한 사람의 지자체 책임자로서 노력하는 사람이라는 것은 확실합니다. 오늘의 대한민국의 수도 서울..그 서울의 책임자는 과연 나라와 사회를 진심으로 생각하며 그것을 실천으로 옮길 수 있는 분명한 능력이 있는지 서울 시민과 국민은 생각해 본적이 있는지..묻고 싶습니다.
다이아몬드誌의 인터뷰 일부 내용입니다.
" 나는, 일본 최대의 지방자치단체의 수장임과 동시에, 한명의 일본국민입니다. 대지진으로 재해를 입은 다른 지자체에 협력 등, 도쿄도지사로서의 시선으로 생각해야 할 것이 있습니다만, 기본적으로는 언제나 「국가」를 배경으로 사물을 생각하고 있습니다.
나는 요즘, 일본이라고 하는 국가 그 자체가 쇠약해 오고 있는 것처럼 생각되어 견딜 수가 없습니다. 왜 이런 나라가 되어 버렸는가. 생각해 보지 않을 수 없습니다. 미국은 자유, 프랑스는 자유, 평등, 박애라고 하는 국가 사상을 가지고 있습니다만, 지금의 일본인이 가지고 있는 것은 「사리사욕」뿐이고 이것은. 금전욕구, 물욕, 성욕이라고 말할 수 잇겠습니다.
최근 쇼크를 받은 것은, 30년전에 미라처럼 죽어있던 고령자가 도쿄도에서 발견된 사건. 가족이 장례식도 지내지 않고 사체를 방치한 채로, 마치 본인이 살아 있는 것 같이 가장하고, 연금을 계속 받고 있었습니다. 이런 짓을 하는 국민은, 세계를 둘러 봐도 일본인 밖에 없습니다. 코끼리도, 동료가 죽으면 코로 시체를 손대고 애도를 하는데, 이것으로는 금수 이하의 행위라고 말하지 않을 수 없습니다
재정이 파탄하기 시작하고 있는데, 모두가 모른 척하며 왔습니다. 지난번, 미국은 디폴트에 빠질 만큼 위태로운 상황을 보이기도 했습니다., 이것은 남의 일이 아닙니다. GDP 대비로 생각하면, 공적 채무 잔고는 그리스나 스페인보다 많은 상황입니다. 이대로 가면, 일본의 국채는 나머지 수년으로 디폴트 해 버리는 것은 당연합니다.
그러나, 그런 상황에도 불구하고, 국민의 상당수는 증세에 반대하기만 하고 한편으로, 더 사회 보장을 극진하게 하라며 상황도 모르면서 제멋대로 말만 합니다. 그러나, 아무리 생각해봐도, 지금의 高복지를 국민의 저부담으로 완성할 수는 없지요. 본래라면, 벌써 소비세를20%로 끌어올리고 있어야 하는 상황입니다.
이와 같이, 국가의 위기적인 재정 상황을 국민 자신이 잘 모르는 이유는, 정부나 관공서가 그것을 제대로 설명하지 않는 것에 문제가 있습니다.
이전, 카메이 시즈카에 따졌을 때, 「증세하지 않아도 재원은 문제없다」라고 했습니다. 그러나, 어디에 얼마나 있는지 전혀 모르는 상황입니다. 카메이씨은 책임을 지고 모두에게 설명해야 하겠지요. 정말로 재원이 있고, 재무성이 그것을 숨기고 있다면, 어디에 얼마나 있는지, 무엇을 팔면 얼마가 되는지, 이런 사람이 답해주지 않는다면 국민에게 제가 여쭤보지 않을 수 없겠네요."
