    5.18진상규명, 개인이 하는 게 아니라 팀웍이 하는 것

 

5.18진상규명 역사는 1988년부터 30년 동안 지속돼 왔다. 하지만 ‘진상규명범위’에 “북한군개입여부” 7자가 포함된 것은 이번이 처음이다. 이번이라 함은 2018.2.28.에 국회를 통과한 ‘5.18진상규명법’을 말한다. 이 법률 제3조6항에 “북한군개입여부‘를 규명하라는 명령이 들어가 있다. 이 7글자는 한국당이 제의했고, 2018.2.6. 공청회에 참석한 모든 관련자들이 만장일치로 동의했다.

 

국회는 규명위원 9명만 뽑아보내는 것이 임무의 끝이다. 이법은 국방부가 시행한다. 국방부가 제정한 시행령에는 이 7자 내용을 조사하기 위해 제3과가 편성돼 있다. 이 제3과에는 지만원을 포함한 한국당 지분 3명이 들어가게 내정돼 있었다. 위원 3명만 달랑 들어가는 것이 아니라 지만원을 중심으로 지난 8개월 이상 5.18을 집중 연구한 조사관 15명 정도가 한국당 지분으로 제3과에 투입될 예정이었다. 위원보다 더 중요한 존재가 바로 연구능력 있는 15명 정도의 조사관들이다. 또 다른 20명 정도로 구성된 ”5.18학회“는 제3과 밖에서 지만원 팀의 연구를 지원할 준비가 돼 있다. 만일 지만원이 배제되면 이들 2명의 위원과 15명의 전문가들, 20여명의 학회 인력 모두가 배제된다. 나경원은 이런 걸 전혀 모르고 있다.

 

나경원에게 나는 직접 간접으로 하루 속히 공청회를 열어달라고 주문했다. 지만원을 공격하는 사람들 매우 많다. 이들 모두를 공청회에 불러 지만원에게 집중해서 공격하게 하고, 국회방송을 통해 하루만 방송하면 국민 모두가 한국당에 고마워할 것이다. 이렇게만 한다면 5.18의 진실은 2년 동안 진상규명 작업을 하지 않아도 비디오처럼 밝혀진다. 나경원이 이를 무시한다는 것은 그에게 다른 뜻이 있어서일 것이다.

 

 May 18th Truth-Finding, It’s not a Mission for an Individual to Undertake, but for Teamwork

 

The historical mission of the May 18th truth-finding has been around for 30 years since 1988. But ‘this’ is the first time that the item of seven letters of “whether North Korean troops intervened or not” was included in ‘the category of inquiry and investigation’. The word ‘this’ means ‘the May 18th truth finding law’ which passed the Assembly on February 29, 2018. In Article 3 Clause 6 of the Law is contained the Assembly’s order to find out truth on ‘whether North Korean troops intervened or not’. The item of Seven Letters was proposed by Liberty Korea Party, and all the people concerned who attended the hearing on February 29, 2018 agreed unanimously.

 

The National Assembly will have completed its mission when it select nine committee members to send to Defence Ministry. The law will be enforced by Defense Ministry. In the Enforcement Ordinance of Defense Ministry is organized the 3rd Section, which is to perform investigation on the contents of the Seven Letters. And in the 3rd Section, three members of Liberty Korea Party’s share including Jee Man-Won were internally designated to enter. It is not only the three members who were supposed to enter, but also about 15 investigators, who have made intensive research on the May 18th for the last eight months, were scheduled to be put into the 3rd Section as Liberty Korea Party’s share. Those who are more important than committee members are the very 15 or so investigators who have competent research ability. And the “May 18th History Society” which is composed of about another 20 researchers are ready to assist Jee Man-Won’s research outside of the 3rd Section. If Jee Man-Won is excluded, then all of the two committee member designees, 15 experts and 20 or so personnel of History Society will also have to be excluded. Nah Kyong-Won is absolutely ignorant of it.

 

I have made direct and indirect request to Nah Kyong-Won for holding a public hearing as soon as possible. There are many people around who attack Jee Man-Won. If Liberty Korea Party invite all of them to public hearing and let them assail Jee Man-Won with intense questions, and broadcast it for only one day long through National Assembly broadcasting channel, then all the nation will be thankful to Liberty Korea Party. If we all do like it, the truth of the May 18th will reveal itself as clear as video even without having the trouble to undergo truth-finding procedure for wasteful two years. The fact that Nah Kyong-Won is disregarding it means she might have other motive.
