트럼프가 문재인을 제대로 취급해주지 않는다. 중대한 이벤트를 맞을 때마다 트럼프는 아베 하고만 긴밀히 통화한다. 어쩌다 두 사람이 전화를 했다 해도 그 전화내용에 대해 발표하는 내용이 트럼프 다르고 문재인 다르다. 예를 들면 트럼프는 문재인에게 북한은 대화의 상대가 아니라고 못 박았다는 말을 했다는데, 문재인은 트럼프가 평화적 해결에 동의했다고 말한다. 어느 한쪽이 거짓말을 했거나 어느 한쪽이 말귀를 잘 알아듣지 못했다는 뜻이다. 위험하기로는 두 개 다 마찬가지다.

이런 식으로 가면 미국이 북한을 공격하기 직전까지도 트럼프는 문재인과 통화를 하지 않거나 설사 문재인이 통화를 원하더라도 적당한 말로 얼버무릴 것이다. 트럼프도 문재인 패싱, 국민도 문재인 패싱, 쌍끌이 패싱 현상이 지금 이 나라에서 벌어지고 있는 것이다. 이는 무슨 뜻인가? 대한민국을 지키는 의지와 능력을 가진 사람이 누구인지를 분별하고 우리를 살리고자 하는 사람을 믿어야 한다는 것이다. 청와대에서 가장 서열이 높다는 주사파 대부 임종석이 있는 한, 문재인의 말을 믿을 국민은 그리 많지 않을 것이다.
초미의 관심 대상, 중국의 선택
이번 9월 11일, 유엔안보리 회의가 열리는 모양이다. 보나마나 러시아를 뺀 열국들은 중국의 결단을 마지막으로 요구할 것이다. 원유공급 전면 중단. 이에 중국은 어떤 선택을 할까? 필남필부로 살아가는 개인에게도 전략적 의사결정을 할 때가 많다. 인생도 기업도 국가도 끝없는 의사결정의 연속으로 생존해 간다. 내 손에 쥐어 진 돈, 무조건 움켜만 쥔다고 해서 내 돈이 되는 것이 아니다. 중국이 바로 이런 처지에 놓여있다.
원유를 차단하면 중국과 북한은 원수가 된다. 미국을 겨냥했던 북한의 총 끝이 중국을 향할 수 있다. 중국은 이런 회오리 중심에 서게 되는 것을 원치 않는다. 중국은 손을 대지 않고 남의 손으로 코를 풀고 싶어 한다. 북한을 이용해 미국의 힘이 압록강까지 진출하는 것을 저지하고 있는 것이다. 그래서 북한이 미국을 상대로 핵놀음을 하는 것이 내심 좋은 것이다. 단지 표정관리를 하면서 국제사회를 농락하고 있는 것이다. 중국은 내심 지금 이 상태가 오래 지속되기를 원할 것이다. 하지만 지금은 이런 중국의 음흉한 생각이 더 이상 통할 때가 아니다.
중국의 패러독스, 북한을 버려야 북한을 얻는다
움켜쥔다고만 해서 북한이 자기의 것(전략적 이익)이 될 수 없는 타이밍을 중국이 지금 맞고 있다. 중국이 먼저 북한을 점령해야 북한이 중국 것이 된다. 중국이 북한을 끝내 지키려 들면 미국은 미국의 안보를 위해, 세계질서 유지를 위해 반드시 북한을 초토화시킬 수밖에 없다. 그러면 북한은 미국이 관할하게 된다.
미국과 전쟁을 결심하지 않는 한 중국은 미국의 세력을 압록강까지 미치도록 허용할 밖에 없다. 중국이 지금 미국을 상대로 전쟁을 벌인다는 것은 자살행위다. 미국은 내심 그러기를 바랄 것이다. 중국이 미국의 패권국 지위를 노리고 있기 때문이다. 바로 이것이 중국이 이 순간 당면한 패러독스다. 이 세상에는 버려야 얻는 것들이 아주 많다. 중국 권부에도 이와 같은 생각을 가진 사람들이 있을 것이다.

As to the demand on total interruption of oil supply to NK, what would be the China’s option? There have been many cases even for the average people to make strategic decisions. Not only have the average individuals and companies but also countries lived facing countless cases where they need to make strategic decisions. Even the cash firmly grasped in my hand won’t be my possession forever. China is in a position to experience such a situation.
In the event of the oil export embargo from China to North Korea, the two sides will become bitter enemies. North Korea who has pointed a gun at the United States might change its target to China. And China never wants to stand at the center of a tornado. China has long tried to take advantage of the third party like North Korea to gain strategic benefit. Unless China determines to declare a war against the United States, it will have no choice but allow the US to exercise influence up to the Yalu area. At this time, if China declares a war against the US, it will be a suicidal act. Probably the United States might hope that China will do so because China is aiming at the hegemonic position, which is the paradox China confronts at this very moment. In this world there are a lot of things people should dump to gain better ones. There must be some authorities who might accept such logic within the Chinese power structure.
